BOARD MEETING: Attended the Board meeting on the 1st of Aug 2023:
And I noted the following:
1. VOLUME: I could barely hear most of what was being said by the Board Members (and yes I have some hearing loss), but I could clearly hear the speakers, who were much further away from me than the board, so obviously the board needs to speak to the room not just the table.
2. I ADDRESSED FOIA: to wit: County is raising taxes yet assigns the States Atty. to act as the FOIA officer for the entire County. And I believe that not only makes little sense (States Atty is highest paid employee in the county, FOIA officers are generally lower and mid level employees assigned by the heads of each Public Body). But I believe this is contrary to the letter and intent of the FOIA itself.
Beyond that there was little for me to comment about here, I will adress the FOIA again in another thread.
Please don't feed the Moderators, people food makes them cranky and hard to manage!

And I noted the following: again
1. VOLUME: I could barely hear most of what was being said by the Board Members (and yes I have some hearing loss), but I could clearly hear the speakers, who were much further away from me than the board, so obviously the board needs to speak to the room not just the table.
To be fair to the members, this is not uncommon for most meetings I have attended in my life. The members tend to think that those across from them can hear, but forget those further away may not be able to hear them clearly.
And hearing clearly what goes on is fundamental to understanding the proceeding and the process.
2. I addressed the FOIA again, and the documents recieved from the States attorney were provided to them for their review.
They were advised that they were not the only ones, useing the states atty. as FOIA officer for the entire county. And that regardless of their decision to take FOIA Officers from the public bodies or leave it with the States atty.
That I would be seeking a clearly articulated answer from the PAC at the Illinois States Atty. office.
All in all I get the feeling they are starting to understand, but are still unsure, and I am quite sure they are concerned of it costing them money. And it should not, the training is free (I took the course years ago and passed after only 30 minites or so of study).
The posistion of FOIA Officer is a collatteral duty, which looks better on a resume than (Din do nuffin), and offers some tangible authority for the up and comming employees of the county. Though I'm sure I'll have some bad things said about me rocking the boat.
3. Met the States atty, who informed me that I would be provided the PDf copies of the documents I asked for (she's much younger than I thought she'd be). During the Meeting she informed the Board that she has been the FOIA for 12 years and it was time for someone else. ( if that was a politicaly correct way of admitting I'm right or not I do not know, but her Office will still have to have a FOIA Officer since they are one of the several Public Bodies of the County).
4. I provided the Url to this site, and the login and pass for "JonQ" so they could puruse around.
all in all I am not dissatisfied with the procceding.

another board meeting. 7 November 2023
Was pretty crowded today, several people were there to address the poor condition of Pokey road between pocahontas and highway 143.
one young man in particular (whom I am vaguely familiar with) brought notes referring to discrpancies in road work etc. over the last couple of years. I have asked him to send them to me.
other than that they are still batting around the budget, and are concerned with finances.
I asked about whether the county had any plans for dealing with illegal aliens, since I assume they will eventually reach here, apparently the board has no plans as of yet, and I noted that proper prior preparation prevents pitiful poor performance.
Didn't stay for the whole meeting. Left when they went into executive session.
